Washington, DC ― H St. Streetcar RFQ Issued

A Request for Qualifications was released on July 23 by the D.C. Department of Transportation seeking a contractor to design and build the H Street/Benning Road streetcar line.

The RFQ, asking prospective bidders for their experience, partners, key personnel, and pertinent legal and financial data, is the first phase of a two-part procurement process. DDOT will create a shortlist of at least two qualified firms who will be issued a Request for Proposals. A winner will be selected who offers the best value to the District, as determined by the criteria set forth in the RFP.

The initial segment of the route will run approximately two miles (3.2 km) from H and 3rd streets NE to Benning Road and Oklahoma Avenue NE. The project is fully funded but the D.C. Council must still approve a detailed plan outlining financing, operations and capital facilities. However, $10 million is available immediately to purchase the three streetcars needed to equip the line.

The FTA rejected a $25-million grant request to build another two miles of track to the Benning Metro station but city leaders say they will find the money elsewhere.
