Dallas — City and Dart Roles Clarified

July 2019

Progressive Railroading reports that Dallas Area Rapid Transit's (DART) board announced on July 10 that it will advance an agreement with the city of Dallas to consolidate existing contracts and establish responsibilities for maintaining and operating the Dallas Streetcar.

Under the agreement, the city’s responsibilities, as the streetcar owner, will include project scope, planning funding, grant management, design and construction funding, utility relocations, operations and maintenance and streetcar vehicle funding.

DART would be the technical adviser and owner representative responsible for planning, environmental and preliminary design, final design, procurement construction, operations and maintenance, system safety and fare collection.

DART’s board will approve project amendments related to scope, schedule and funding sources for studies or projects that would become part of the streetcar system.

The Dallas City Council is expected to consider the agreement for approval later this summer.
