Charlotte, NC — Streetcar Funding Threatened

The Charlotte Observer reports that one of the most controversial items in Charlotte's budget battle is the $119 million proposed for the uptown streetcar ine. Opponents think this is too much money for a system that will run no faster than a bus. Proponents feel the line will lead to economic development along Beatties Ford Road and Central Avenue.

A city council member said that he cast the deciding vote in the 6-5 defeat of the city's $926 million capital program because of the streetcar.He thought property tax revenue would subsidize the line's operation and that building the streetcar line would undermine a light rail extension. Other councillors cited the support of their constituents along the planned route. The budget was to cover capital programs through the year 2020.

Despite this vote, the starter phase of the line is scheduled to begin construction in December, supported by a federal grant of $25 million. The remaining $12 million of the $35 million project will be covered by the city.
